Using a random hexagonal array as a base, form Voronoi cells.
Construct a Tween curve from the two sides, then raise the Tween curve in proportion to the cell area, raising the middle a bit more than the Tween curve ends.
Scale and Fillet these curves, then shatter them near their endpoints, forming two opposite sides of the Voronoi cell.
From these three curves, use Fit Loft to form the surface.
The BevinsGradient Noise was scaled, then modulated using the HeterogeneousMultiFractal filter, creating a Field Gradient on the Z-axis.
Refine this surface using Tri-Remesh, Dual (for a hexagonal mesh), knowing that the edge length will control the figure detail.
In this example, a BevinsGradient was used (Tundra Plug-In) applied only to the Z-axis. It is important to give unique seeds to the BevinsGradient for each figure. Doing this creates the natural, random appearance of the texture.
